Bessent announces measures on Iran
Says no one is outside the reach of US sanctions on Iran, including China
Trump is calling leaders to ask them to cut ties with Iran
Wants ‘zero leakage’ on sanctions
Countries will have a finite timeline to shut down activities we have identified, if they don’t we will use Treasury authorities
Will not set specific timelines for cutting ties, we don’t have infinite patience
Every country should be prepared to face US sanctions if they support Iran
I expect a major financial institution to be sanctioned this week
Do not take use of secondary sanctions lightly
Would like Canada to come to the table and negotiate in good faith
Says Treasury hasn’t bought back a single bond yet but the first operation will be Sept 9.
“Including China” + “zero leakage” is the real headline.
Bessent has removed the ambiguity from this morning. China is not being given an implicit exemption because it is too large. China remains the dominant buyer of Iranian crude, and Treasury has so far stopped short of hitting the major Chinese banks facilitating that trade.
“A major financial institution will be sanctioned this week” is potentially the market-moving shoe.
That’s much more significant than sanctioning another shipping company or small teapot refiner. The hierarchy matters:
small intermediary → annoying;
Chinese refiner → meaningful;
major bank → potentially systemic.
If that institution is Chinese—or handles a large part of Chinese/Iranian settlement—then we’ll know Bessent really means zero leakage. If it turns out to be an Iranian or relatively peripheral regional bank, the market probably discounts the rhetoric somewhat.
He’s deliberately left himself negotiating room.
“Finite timeline,” but no specific timeline, and “we don’t have infinite patience” is classic Bessent. It delivers the threat without forcing Treasury to sanction China tomorrow morning. Trump personally calling leaders also makes this a diplomatic ultimatum before the secondary-sanctions hammer falls.
